Is the ECU running in full time closed loop?

I noticed during 3rd or 4th gear WOT pulls, the short and long term fuel trims are +/- a few percent. Does this mean the factory ECU strategy is running in full time closed loop? If that's the case, in order to change the AF targets, you would only need to change the "closed loop" tables and the fuel will automatically adjust to try to hit those new targets, correct?

The ECU runs is closed loop all the time when the injectors are firing. And yes, if you change the target lambda the ECU will change the fuel.
