Read and understand the help file about the way knock retard and knock ignition limit works. If you knock ignition limit is 20+ degrees, as in the posted calibration, you are never going to get any sort of knock control. Also be aware that the ECU knock control is not a substitute for tuning.

We just can't seem to get the point across here all we wan't an answer to is why we cannot see the knock level it is always zero with or without knock happening

Some ECUs do not report the knock level - it is internal to the knock processor not the main processor. The knock control logic still works. With the knock ignition limit disabled, the knock control is also disabled.
