Hello,
I wondering if AFR should be consistent at WOT through all gears.
For example if 13.1 afr is achieved at 3rd WOT, should all the other gears be at 13.1 as well?
The reason I am asking is because my 1,2 gears are leaner and 4-5-6 are richer than 3rd gear WOT.

It looks completely normal.
The engine ramps up a lot quicker in lower gears and may show slightly leaner, but since they are not in this state long it is not an issue.
