s200 wont connect to laptop

Hello guys, Any help would be much appreciated. I have a s200 trying to connect to my laptop (Win 7) Serial is s200-5569 ( pretty sure) I bought a usb to serial chord and installed driver as well as made sure the right port was selected. when i try to connect it connect for maybe a second then disconnects giving me a communication error. The hondata red light is solid and when I click on ECU info is says datalogging and boost as well as the third one is enabled. Please help all I wanna do is install 2 step :/

p28 ecu btw, mods are skunk2 cams and throttle body and intake manifold. turbonetics 54trim turbo running 6psi built head. ARP head bolts and studs. Dont know if any of this matters. Also have an apexi vafc2 vtec controller hooked up.

Was the chip programmed with Romeditor 3 or Romeditor 4?
