I seen a picture of a p28 that was socketed by Hondata. This p28 had ceramic disc capacitors in location C51 and C52. Are these capacitors nessasary??? What is the advantage of running the capacitors in these locations?

These are not needed and were originally designed to reduce noise.

I have the same question. I have a p72 and I see c51 and c52, do I need capacitors there for hondatas200b work properly? my kit did not supply those capacitors?

.01pF marked "103" ceramic disc
if the factory design included these in the circuit, far be it for me to delete them. they are filters/decouplers. i believe hondata included these in their kits until digikey discontinued selling them. DEBCO electronics sells packs of ten for about a dollar. most people see no ill effects without them, but i always install them.
