Pin A4 always on

Hey all! I put a gsr in a 1998 Crv. Installed s300 v3 in a p28. I am getting 12 volts whenever the car is on at pin A4. Went in the test output section and when I hit the test Vtec output I get 14 volts.

Any help would be greatly appreciated.

Do you have anything wired between A4 and ground? If not the pin will float to near battery voltage.
