CEL, not appearing in Smanager, but blinking KOEO

Hello,
I've got a chipped P28 (chipped by HAmotorsports) and an S300V3 board controlling a D16Z6 w/OBD0-->OBD1 harness. In key on/engine off position, I see a blinking check engine light (code 15). However, once the car is started there is no check engine light on the cluster, and SManager sees no fault codes when datalogging is activated. Trouble codes do show up correctly (I unplugged the IAT and ECT sensors, these immediately appeared as trouble codes). Is there anything that i'm missing that would cause the CEL15 (ignition output signal) to show up only in the KOEO position?

Since this has been converted form OBD0 to OBD1 there could be some wiring issue that is causing this. IF there is no error when running it doesn't sound like it that big of a deal.

It doesn't seem to be causing any issues, just perplexing. The CRX was converted to OBD1 using a Xenocron adapter harness. Thanks for the reply.
