Ignition tuning, stock gear based retard justification

Wondering if anyone knows why the stock maps have ignition advance built in to them in 4th and 5th gear. 30% in 4th and 44% in 5th gear seems like quite a bit. I can't make sense of it from an OEM point of view having to do with emissions, performance or otherwise.

Any ideas?

We're getting in to tuning our timing on a p28 D16 turbo and my tuner initially set the compensations to 0 and we're not making as much power as expected, obviously.

We don't have a good reference point of what range is safe in terms of timing now as that compensation could be worth as much as 9 degrees.

The ECU does not alter ignition timing based on gear.

I think what you are looking at is the gear compensation for the throttle tip in retard - the stock tables usually show -29% in 4th and -44% in 5th. What this means is that there is less ignition tip in retard in 4th and 5th, but the timing will be the same.
