Noobie K-Pro question

If I purchasethe K-Pro system, would I have access to the reflash programs, In other words, I really only need the reflash at this time, but want to explore the K-Pro, this is for a stock EP3, so I would want the EP3 flash

You seem to be doing it the other way round. If you want a reflash, you buy a reflash. When you want to do your own programming later, you buy the K-Pro upgrade.
Anyway, there are base files included in the K-Pro package. Just choose one that is closest to engine's specification.
