2009 Honda Civic Hybrid

I was wondering if my 2009 Honda Civic Hybrid ECU can be reflashed to factory original? I used to get 47 MPG on my civic, and then a software update by the dealer dropped my MPG to 28 MPG to "fix" the hybrid battery failing problem. Honda refuses to put the old software back on. Is there anything you guys offer that will help me?
