Does an OBDII -> OBDI conversion break any emissions laws

I live in illinois and drive a 98 integra gsr with a jrsc. I just ordered a hondata kit that includes a new ecu, 440cc injectors, s200 box. I've heard that all hondata reprogrammed ecus are OBDI and will replace my OBDII ecu. This concerns me because I have an emissions test coming up and I was wondering if having an OBDI ecu on a car manufactured in 1998 would break any emissions laws. Thanks in advance for any help.

go get your emissions test done before you switch over to the hondata that will save you the headache untill your next test :lol:
I just did mine and had to switch over injectors control unit and then retune what a pain.
