If you have a computer and a serial cable to connect to your hondata box, you can download the hondalogger software for free and change your rev limits yourself.

Use your datalogging software to read the CEL trouble codes.
It's probably something simple like not disabling the knock sensor.
Read the codes, that will give you your answer!

Sounds like your hitting boost cut. Make sure you have that adjusted.
