unplug the ECU from the vehicle and then only plug in the USB and see if it will update firmware.

If it works in another vehicle and other ECUs have the same problem, then you have a wiring issue and could be any number of things. This is why it is not a good idea to start removing things as it usually causes problems.

I have reproduced what you have described on the bench and let the software engineer know. I do not know if it is something we will be able to solve in a short time.

More than likely it is a problem with the low pressure pump. If you return it to stock and the problem persists, you should discuss the issue with the Honda dealer.

It sounds like either a problem with the TPS sensor, or a problem with the wiring. You should try your ECU in a known working vehicle and see if it reads correctly. Use process of elimination to determine where the issue is.
