s300 usb will not recognize ecu

I have a 2000 civic si with a b18c5 motor with a raced out b16 head stock obd2 wiring harness, no crank sensor or evap system , a p28 hondata obd2b prepped ecu and of course a s300 computer. The computer is using windows 2000 but when u plug the ecu in and turn ignition on nothing happens. Is there any way to test for power to the ecu or am i just missing somthing basic from my laptop (IBM thinkpad t40). The ecu also will not run or start the car, but i think its because there is no base map.

did you update your drivers like what it says in the manual?

yes the windows xp laptop worked, and relieved me of that damn money problem
