There is very little difference between 28 and 30 psi. So I would run the max pressure you choose. If you tune the system from 29" vacuum to 30 PSI boost you will need a wideband o2sensor. Since you will only get the max boost at full throttle you should be fine as long as you don't exceed this...

All of the US and JDM P28 ecus I've ever run into do control A/C thru them. Honda does this for all of their OBD1 and OBD2 vehicles and on certain OBD0 ECUs as well.

Who ever had tuned your system may have set your Engine revlimit permanently so it isn't user adjustable. This can be easily reversed in Rom Editor but will require reprogramming the chip.
